In Uttar Pradesh, 40 IAS officers of the 2009 batch will be promoted from Special Secretary to the rank of Secretary. Among them, five district magistrates are expected to be elevated to the rank of commissioner. These officers include:

- S Rajalingam, DM Varanasi
- Indra Vikram Singh, DM Ghaziabad
- Shailendra Kumar Singh, DM Mathura
- Rakesh Kumar Singh, DM Kanpur
