In a sweeping bureaucratic realignment, the Bihar Government has undertaken a significant reshuffle of 21 IAS officers, repositioning senior administrators across pivotal departments and state-owned enterprises. The exercise is aimed at injecting fresh momentum into governance, strengthening institutional leadership, and accelerating the implementation of priority initiatives.

Among the headline appointments, Tyagarajan S. M. has been entrusted with the stewardship of the Bihar School Examination Board (BSEB) as its Chairman. In a move reflecting the government’s confidence in his administrative acumen, he has also been assigned the additional responsibility of Special Secretary in the Health Department.

Healthcare infrastructure is set to receive renewed focus with Subrat Kumar Sen taking over as Managing Director of Bihar Medical Services and Infrastructure Corporation Limited, a key agency driving the state’s medical and healthcare development agenda.

Veteran bureaucrat Anand Kishore has been elevated to the position of Additional Chief Secretary, Environment, Forest and Climate Change Department, while Robert L. Chongthu assumes charge as Principal Secretary, Parliamentary Affairs Department. Mohammad Sohail has been appointed Secretary, Minority Welfare Department and will continue to shoulder the additional responsibility of Secretary, General Administration Department (GAD).

In another strategic deployment, Navin Kumar has been posted as Special Secretary, Prohibition, Excise and Registration Department. He will continue to oversee the Information and Public Relations Department (IPRD) and Bihar State Beverages Corporation Limited, thereby retaining a crucial role in the state’s communication and regulatory framework.

The power sector also witnessed an important leadership transition with Saurav Jorwal taking charge as Managing Director of South Bihar Power Distribution Company Limited (SBPDCL). Meanwhile, Dharmendra Kumar has been appointed Chairman of Bihar State Bridge Construction Corporation Limited (BSBCCL), placing him at the forefront of the state’s infrastructure expansion drive.

The latest administrative recalibration underscores Bihar’s commitment to leveraging experienced leadership for governance excellence, institutional efficiency, and accelerated developmental outcomes across critical sectors.
